The homebrew-cask `:commercial` stanza should be used for software, which is not freely available, as per https://github.com/caskroom/homebrew-cask/blob/master/doc/CASK_LANGUAGE_REFERENCE.md#license-stanza-details. Add ScanSnap manager for SV600

I moved this from the standard casks, as we wanted to keep the separate
versions inside homebrew-versions to help the user choose the proper software
by the model name of their scanner (see caskroom/homebrew-cask#8938).
