Add base64 encode/decode to common

With enable-autotor-v2 defined in cmdline the default behavior to create
v3 onions with the tor service call, is set to v2 onions.

For the moment, this is a straight handing of current parameters through
from master to the gossip daemon. Next we'll change that.
