* remove libbase58, use base58 from libwally
This removes libbase58 and uses libwally instead.
It allocates and then frees some memory, we may want to
add a function in wally that doesn't or override
wally_operations to use tal.

We use libsecp256k1 to convert signatures to DER; we were creating a
temporary one, but we really should be handing the one we have in dstate
through. This does that, everywhere.

We don't want to re-create them internally, ever.
The test-cli tools are patched to generate them all the time, but
they're not performance critical.

This checks that the protobuf is the right form, also handles uncompressed
keys (though you shouldn't be using those any more, should you?)
