We should actually be including this (as it may define _GNU_SOURCE
etc) before any system headers. But where we include <assert.h> we
often didn't, because check-includes would complain that the headers
included it too.
Weaken that check, and include config.h in C files before assert.h.

To avoid everything pulling in HTLCs stuff to the opening daemon, we
split the channel and commit_tx routines into initial_channel and
initial_commit_tx (no HTLC support) and move full HTLC supporting versions
into channeld.

We got the -> second translation wrong by a factor of 512, and also we
need to move the median time in our tests otherwise bitcoind won't let
us spend the tx.
