This simplifies our test matrix, as we never have to handle talking
to peers that specify one but not the other.
This is particularly important for option_anchor_outputs which
assumes option_static_remotekey.

libwally's API requires us to pass in NULL pointers if the array size is
zero, so we update our array from wire-er to comply with this
requirement
[ Added fix to avoid tal_resize() of NULL -- RR ]
The main change here is that the previously-optional open/accept
fields and reestablish fields are now compulsory (everyone was
including them anyway). In fact, the open/accept is a TLV
because it was actually the same format.

Changelog-Removed: protocol: support for optioned form of reestablish messages now compulsory.

Spec is wrong (it says it should be compulsory), and Eclair doesn't set it
at all, leading to an error when they send their announcement_signatures.

Changelog-changed: large-channels: negotiate successfully with Eclair nodes.
It's almost always "their_features" and "our_features" respectively, so
make those names clear.

Turns out that unnecessary: all callers can access the feature_set,
so make it much more like a normal primitive.

This cleans up the boutique handling of features, and importantly, it
means that if a plugin says to offer a feature in init, we will now
*accept* that feature.
Changelog-Fixed: Plugins: setting an 'init' feature bit allows us to accept it from peers.

This is to prepare for dynamic features, including making plugins first
class citizens at setting them.

Thanks to @t-bast, who made this possible by interop testing with Eclair!
Changelog-Added: Protocol: can now send and receive TLV-style onion messages.
Changelog-Added: Protocol: can now send and receive BOLT11 payment_secrets.
Changelog-Added: Protocol: can now receive basic multi-part payments.
Changelog-Added: RPC: low-level commands sendpay and waitsendpay can now be used to manually send multi-part payments.

The spec is (RSN!) going to explicitly denote where each feature should
be presented, so create that infrastructure.
Incorporate the new proposed bolt11 features, which need this.

This was decided at a recent spec meeting: in particular, mpp and
var_onion_optin options will be used here.
We enhanced "features_supported" into "features_unsupported" so it
can return the first un-handlable bit number.

This is mainly an internal-only change, especially since we don't
offer any globalfeatures.
However, LND (as of next release) will offer global features, and also
expect option_static_remotekey to be a *global* feature. So we send
our (merged) feature bitset as both global and local in init, and fold
those bitsets together when we get an init msg.

It only had an effect if the peer didn't support option_gossip_queries, but
still, we don't want a gossip blast any more.

In this one, we always send my_current_per_commitment_point, though it's
ignored. And we have our official feature numbers.

Generalize things a bit so OPTIONAL_FEATURE() and COMPULSORY_FEATURE()
work with either odd or even features, then explicitly use OPTIONAL_FEATURE
in our internal feature array.

We have an incompatibility with lnd it seems: I've lost channels on
reconnect with 'sync error'. Since I never got this code to be reliable,
disable it for next release since I suspect it's our fault :(
And reenable the check which didn't work, for others to untangle.
I couldn't get option_data_loss_protect to be reliable, and I disabled
the check. This was a mistake, I should have either spent even more
time trying to get to the bottom of this (especially, writing test
vectors for the spec and testing against other implementations).

We currently generally assume the features we offer are fixed; this
makes the code clearer and handles where we offer features iff

We ignore incoming for now, but this means we advertize the option and
we send the required fields.

tal_count() is used where there's a type, even if it's char or u8, and
tal_bytelen() is going to replace tal_len() for clarity: it's only needed
where a pointer is void.
We shim tal_bytelen() for now.

1. We need to test all bits, not all bytes.
2. Both local and global features need to be supported.
3. Untested code is broken code.
Signed-off-by: Rusty Russell <rusty@rustcorp.com.au>
As we add more features, the current code is insufficient.
1. Keep an array of single feature bits, for easy switching on and off.
2. Create feature_offered() which checks for both compulsory and optional
variants.
3. Invert requires_unsupported_features() and unsupported_features()
which tend to be double-negative, all_supported_features() and
features_supported().
4. Move single feature definition from wire/peer_wire.h to common/features.h.
