build: fix configuring with prebuilt libraries

Fix configure_library() to produce correct LDFLAGS when configuring with
prebuilt 3rd-party libraries (libuv, openssl, etc) using `pkg-config' or
`--shared-{LIBRARY}-includes=xxx --shared-{LIBRARY}-libpath=xxx'.
