The only tests for `setBroadcast()` (from the `dgram` module) were in
`test/internet` which means they almost never get run. This adds a
minimal test that can check JS-land functionality in `test/parallel`.
I also expanded a comment and did some minor formatting on the existing
`test/internet` test. If there were an easy and reliable way to check
for the BROADCAST flag on an interface, it's possible that a version of
the test could be moved to `test/sequential` or `test/parallel` once it
was modified to only use internal networks.

`test/internet/test-dgram-broadcast-multi-process.js` fails if it is in
a FreeBSD jail. This issue is with the way FreeBSD jails work and not
with Node. Skip the test if in a FreeBSD jail.

test-dgram-broadcast-multi-process.js and
test-dgram-multicast-multi-process.js were failing on Pi 1 because the
test was timing out. Changed static 5000ms timeout to a dynamically
determined timeout based on the processor using
common.platformTimeout().

Enable linting for the test directory. A number of changes was made so
all tests conform the current rules used by lib and src directories. The
only exception for tests is that unreachable (dead) code is allowed.
test-fs-non-number-arguments-throw had to be excluded from the changes
because of a weird issue on Windows CI.

The copyright and license notice is already in the LICENSE file. There
is no justifiable reason to also require that it be included in every
file, since the individual files are not individually distributed except
as part of the entire package.
Move parallel/test-dgram-broadcast-multi-process to test/internet.
The test does not play nice with firewalls that restrict broadcast
or multicast traffic, nor can it be rewritten to use only loopback
traffic without running into platform-specific limitations, see also
commits 52e600a and 236533c (TODO: update second one before landing.)

parallel/test-dgram-broadcast-multi-process assumes non-local broadcast
traffic is unfiltered, an assumption that fails with, for example, the
default Fedora firewall rules. Use a loopback interface instead.

Introduce new signature for both `dgram.createSocket` method and
`dgram.Socket` constructor:
dgram.createSocket(options, [listener])
Options should contain `type` property and may contain `reuseAddr`
property. When `reuseAddr` is `true` - SO_REUSEADDR will be issued on
socket on bind.

* check exit code of child processes
* wait 1000 ms to exit the child process
* prefix log messages with [PARENT] or [CHILD] to help debugging
* kill all child processes before exiting
