In case of "slow" allocation it will be set later anyway. buffer: don't set `kNoZeroFill` flag in allocUnsafe

If `kNoZeroFill` is set here, it won't be reset in case of
pooled allocation. In case of "slow" allocation it will be
set later anyway.

Several changes:

* Soft-Deprecate Buffer() constructors
* Add `Buffer.from()`, `Buffer.alloc()`, and `Buffer.allocUnsafe()`
* Add `--zero-fill-buffers` command line option
