Use assert.strictEqual instead of assert.equal in tests, manually
convert types where necessary.

Testing this wasn't really useful, besides Object.observe is going to be
deprecated.
Also this test fails with Chakra (#4765) for obvious reason.

common.js needs to be loaded in all tests so that there is checking
for variable leaks and possibly other things. However, it does not
need to be assigned to a variable if nothing in common.js is referred
to elsewhere in the test.

Enable linting for the test directory. A number of changes was made so
all tests conform the current rules used by lib and src directories. The
only exception for tests is that unreachable (dead) code is allowed.
test-fs-non-number-arguments-throw had to be excluded from the changes
because of a weird issue on Windows CI.

The copyright and license notice is already in the LICENSE file. There
is no justifiable reason to also require that it be included in every
file, since the individual files are not individually distributed except
as part of the entire package.
When V8 started supporting Promises natively it also introduced a
microtack queue. This feature operates similar to process.nextTick(),
and created an issue where neither knew when the other had run. This
patch has nextTick() call the microtask queue runner at the end of
processing callbacks in the nextTickQueue.

With -e or --eval, require() can load module using relative path.
node -e 'require("./foo")'
But it can't load module from node_modules directory.
node -e 'require("foo")'
