James M Snell	7535a94c8a	test: begin normalizing fixtures use Adds a new `../common/fixtures' module to begin normalizing `test/fixtures` use. Our test code is a bit inconsistent with regards to use of the fixtures directory. Some code uses `path.join()`, some code uses string concats, some other code uses template strings, etc. In mnay cases, significant duplication of code is seen when accessing fixture files, etc. This updates many (but by no means all) of the tests in the test suite to use the new consistent API. There are still many more to update, which would make an excelent Code-n-Learn exercise. Rich Trott	ff001c12b0	test: move WPT to its own testing module This is first in a hoped-for series of moves away from a monolithic common.js that is loaded for every test and towards a more modular approach. (In the end, common.js will hopefully contain checks for variables leaking into the global space and perhaps some of the more ubiquitous functions like common.mustCall().) Timothy Gu	b610a4db1c	url: enforce valid UTF-8 in WHATWG parser This commit implements the Web IDL USVString conversion, which mandates all unpaired Unicode surrogates be turned into U+FFFD REPLACEMENT CHARACTER. It also disallows Symbols to be used as USVString per spec. Certain functions call into C++ methods in the binding that use the Utf8Value class to access string arguments. Utf8Value already does the normalization using V8's String::Write, so in those cases, instead of doing the full USVString normalization, only a symbol check is done (`'' + val`, which uses ES's ToString, versus `String()` which has special provisions for symbols). This way we can easily find the test cases that are Intl dependent. Plus, it will be able to make the tests a little faster if we check hasIntl first. James M Snell	52670fc09e	test: skip whatwg url parse and setter tests when icu is missing the WHATWG url parser relies on ICU's punycode implementation. A handful of the standard tests fail when ICU is not present because of the additional checks that are not implemented. For now, skip the parse and setter tests if ICU is not present.
