common.js needs to be loaded in all tests so that there is checking
for variable leaks and possibly other things. However, it does not
need to be assigned to a variable if nothing in common.js is referred
to elsewhere in the test.

Most calls to ref() and unref() are chainable, timers should be
chainable, too.
Typical use:
var to = setTimeout(ontimeout, 123).unref();

Enable linting for the test directory. A number of changes was made so
all tests conform the current rules used by lib and src directories. The
only exception for tests is that unreachable (dead) code is allowed.
test-fs-non-number-arguments-throw had to be excluded from the changes
because of a weird issue on Windows CI.

Calling this.unref() during the callback of SetTimeout caused the
callback to get executed twice because unref() didn't expect to be
called during that time and did not stop the ref()ed Timeout but
did start a new timer. This commit prevents the new timer creation
when the callback was already called.

Timeout#unref() call returns undefined, not this. The test already
worked before, because the interval was still unref'd, and the test also
succeeds without clearing the interval.

The copyright and license notice is already in the LICENSE file. There
is no justifiable reason to also require that it be included in every
file, since the individual files are not individually distributed except
as part of the entire package.
Test case:
var t = setInterval(function() {}, 1);
process.nextTick(t.unref);
Output:

setInterval() returns a binding layer object. Make it stop doing that,
wrap the raw process.binding('timer_wrap').Timer object in a Timeout
object.
Fixes#4261.
If a timer callback throws and the user's uncaughtException handler ignores the
exception, other timers that expire on the current tick should still run.
If #2582 goes through, this hack should be removed.
Fixes#2631.
