In preparation for a lint rule that will enforce
assert.deepStrictEqual() over assert.deepEqual(), change tests and
benchmarks accordingly. For tests and benchmarks that are testing or
benchmarking assert.deepEqual() itself, apply a comment to ignore the
upcoming rule.

common.js needs to be loaded in all tests so that there is checking
for variable leaks and possibly other things. However, it does not
need to be assigned to a variable if nothing in common.js is referred
to elsewhere in the test.

A number of tests in `test/parallel` were importing the `util` module
via `require()` but not using `util` for anything. This removes those
`require()` statements.

Enable linting for the test directory. A number of changes was made so
all tests conform the current rules used by lib and src directories. The
only exception for tests is that unreachable (dead) code is allowed.
test-fs-non-number-arguments-throw had to be excluded from the changes
because of a weird issue on Windows CI.

This commit changes many test styles to change all references
from require('./common.js'); to require('./common');.
The latter is much more common, with the former only being used in 50
tests. It is just a stylistic change, and it seems that `common.js` was
introduced by a rogue test and copied and pasted into the rest.

The copyright and license notice is already in the LICENSE file. There
is no justifiable reason to also require that it be included in every
file, since the individual files are not individually distributed except
as part of the entire package.
It seems like a good idea on the face of it, but lowWaterMarks are
actually not useful, and in practice should always be set to zero.
It would be worthwhile for writers if we actually did some kind of
writev() type of thing, but actually this just delays calling write()
and the overhead of doing a bunch of Buffer copies is not worth the
slight benefit of calling write() fewer times.
