common.js needs to be loaded in all tests so that there is checking
for variable leaks and possibly other things. However, it does not
need to be assigned to a variable if nothing in common.js is referred
to elsewhere in the test.

Use stronger crypto (larger keys, etc.) for arbitrary tests so
they will pass in both FIPS and non-FIPS mode without altering
the original intent of the test cases.

This is a followup of https://github.com/nodejs/io.js/pull/2109.
The tests which didn't make it in #2109, are included in this patch.
The skip messages are supposed to follow the format
1..0 # Skipped: [Actual reason why the test is skipped]
and the tests should be skipped with the return statement.

Enable linting for the test directory. A number of changes was made so
all tests conform the current rules used by lib and src directories. The
only exception for tests is that unreachable (dead) code is allowed.
test-fs-non-number-arguments-throw had to be excluded from the changes
because of a weird issue on Windows CI.

The copyright and license notice is already in the LICENSE file. There
is no justifiable reason to also require that it be included in every
file, since the individual files are not individually distributed except
as part of the entire package.
DH_compute_secret() may return key that is smaller than input buffer,
in such cases key should be left-padded because it is a BN (big number).

This is a flag to make it easier for users to upgrade through the
breaking crypto change, and easier for us to switch it back if it's a
problem.
Explicitly set default encoding to 'buffer' in other tests, in case it
ever changes back.
