When a non-exclusive dgram socket is bound from a cluster
worker, it attempts to get a handle from the cluster module.
This commit adds coverage for the case where the socket is
closed while querying the cluster module for a handle.

This commit sets the spawnSync() exit code to null when the
child is killed via signal. This brings the behavior more in

Introduced MachineType::TaggedSigned() and TaggedPointer().
The idea is to quit using the representational dimension of Type, and
instead encode this information in the MachineRepresentation (itself
lightly wrapped in MachineType, along with MachineSemantic).
There are three parts to the whole change:
1) Places that set the machine representation - constant nodes, loads nad
stores, global object and native context specialization.
2) Places that propagate type/representation - this is representation
inference (aka simplified lowering). At the end of this process we
expect to have a MachineRepresentation for every node. An interesting
part of this is phi merging.
3) Places that examine representation - WriteBarrier elimination does this.
Currently it's looking at the Type representation dimension, but as
a part of this change (or in a soon-to-follow change) it can simply
examine the MachineRepresentation.

Until recently, test-dgram-address would fail on machines without IPv6
but still exit with a successful return code. (It would console.log()
the error but not actually fail.)
Now that the test has been updated such that it will fail the IPv6 part
of the test if there is an error event emitted by the socket, skip the
test on systems not equipped with IPv6.

The return value of loadSession is ultimately ignored, so don't fill it
in. This inches Node closer to 1.1.0 compatibility and is less code.
Also remove a comment which appears to have long since become invalid.
It dates to 048e0e77e0 when the SNI value
was actually extracted from the session.
This also fixes a segfault should d2i_SSL_SESSION fail to parse the
input and return NULL. Add a test for this case based on
test-tls-session-cache.js.

The previous commit stores baked-in files with non-ASCII characters
as UTF-16. Replace the \u2019 with a regular quote character so that
the files they're in can be stored as one-byte strings. The UTF-16
functionality is still tested by the Unicode diagram in lib/timers.js.

Detect it when source files in lib/ are not ASCII. Decode them as UTF-8
and store them as UTF-16 in the binary so they can be used as external
string resources without non-ASCII characters getting mangled.

Updates the fs module APIs to allow 'file://' URL objects
to be passed as the path.
For example:
```js
const URL = require('url').URL;
const myURL = new URL('file:///C:/path/to/file');
fs.readFile(myURL, (err, data) => {});
```
On Windows, file: URLs with a hostname convert to UNC paths,
while file: URLs with drive letters convert to local absolute
paths:
```
file://hostname/a/b/c => \\hostname\a\b\c
file:///c:/a/b/c => c:\a\b\c
```
On all other platforms, file: URLs with a hostname are unsupported
and will result in a throw:
```
file://hostname/a/b/c => throw!
file:///a/b/c => /a/b/c
```
The documentation for the fs API is intentionally not updated in
this commit because the URL API is still considered experimental
and is not officially documented *at this time*
Note that file: URLs are *required* by spec to always be absolute
paths from the file system root.
This is a semver-major commit because it changes error handling
on the fs APIs.

Add two, admittedly contrived, examples that test
edge cases of the vm module.
They demonstrate that the if statements `if (maybe_rv.IsEmpty())` and
`if (maybe_prop_attr.IsNothing())` in the GetterCallback
and the QueryCallback are observable.
Both GetterCallback and QueryCallback
explicitly check the global_proxy() if a property is
not found on the sandbox. In these tests, the explicit check
inside the callback yields different results than deferring the
check until after the callback. The check is deferred, if the
callbacks do not intercept, i.e., if args.GetReturnValue().Set() is
not called.

In the implementation of the vm module,
if a property is successfully deleted
on the sandbox, we also need to delete it
on the global_proxy object. Therefore, we
must not call args.GetReturnValue().Set().
We only intercept, i.e., call
args.GetReturnValue().Set(), in the
DeleterCallback, if Delete() failed, e.g. because
the property was read only.

Replace node-weak with a small hand-rolled add-on. We can now drop
node-weak and nan, reducing the size of the source tree by about 750 kB
and the size of the tarball by about 150-300 kB.

Sometimes, after a cluster or debug test fails, a fixture hangs around
and holds onto a needed port, causing subsequent CI runs to fail. This
adds a command I've been running manually when this occurs. The command
will clear the stalled jobs before a CI run.
