Sakthipriyan Vairamani	16e3cf686e	tools: rename eslintrc to an undeprecated format As per ESLint documentation, http://eslint.org/docs/user-guide/configuring#configuration-file-formats the file format .eslintrc is deprecated. This patch just renames the files to .yaml and the structure is already in yaml format. Tests and benchmarks are explicitly excluded by the rule. Rich Trott	d26417f123	tools: apply custom buffer lint rule to /lib only The lint rule is there to avoid a circular-dependency issue that only applies to `/lib`. In preparation for linting `/benchmark`, apply that rule to `/lib` only to avoid churn in `/benchmark`.
