Clarify a few items in the onboarding doc about landing a PR. One

In the onboarding document, add a note to ask the new Collaborator if
they are using two-factor authentication on their GitHub account. If
they are not, suggest that they enable it as their account will have
elevated privileges in many of the Node.js repositories.

We had marked it as flaky but in some failures it hangs
and does not seem to timeout, and or is reported as
an error.
Also add prefix to status file as it was missing.
Also fix name of status file in testcfg.py. It
was pointing to message.status instead of
pseudo-tty.status.

Currently, there are no tests that exercise `zlib.createInflateRaw()` or
`zlib.createDeflateRaw()`.
This adds minimal tests that invoke the functions and confirm that they
return `zlib.InflateRaw`/`zlib.DeflateRaw` objects.

Addon tests were still starting to run before the node exp file
creation was complete.
- remove process_outputs_as_sources as it did not fix the
problem
- update create_expfile.sh so that exp file is created in a
temporary file and then renamed to final name so that
file is only visible once it is complete
- update target used in building Addons so that for
AIX it depends on the exp file being available

Use blockquotes instead of code blocks for stability markers in
the docs. Doing that:
- Makes the makers appear correctly when viewed e.g. on github.
- Allows remark-lint rules like `no-undefined-references` to work
