Export a new common.noop no-operation function for general use.
Allow using common.mustCall() without a fn argument to simplify
test cases.
Replace various non-op functions throughout tests with common.noop

This commit adds a mustNotCall() helper for testing. This provides
an alternative to using common.fail() as a callback, or creating
a callback function for the sole purpose of calling common.fail().

The `console.Console()` constructor function handles a missing `new`
keyword. This code is not exercised in the current tests. Add a test for
this.

`Console` constructor checks that `stdout.write()` is a function but
does not do an equivalent check for `stderr.write()`. If `stderr` is not
specified in the constructor, then `stderr` is set to be `stdout`.
However, if `stderr` is specified, but `stderr.write()` is not a
function, then an exception is not thrown until `console.error()` is
called.
This change adds the same check for 'stderr' in the constructor that is
there for `stdout`. If `stderr` fails the check, then a `TypeError` is
thrown.
Took the opportunity to copyedit the `console` doc a little too.

common.js needs to be loaded in all tests so that there is checking
for variable leaks and possibly other things. However, it does not
need to be assigned to a variable if nothing in common.js is referred
to elsewhere in the test.

Enable linting for the test directory. A number of changes was made so
all tests conform the current rules used by lib and src directories. The
only exception for tests is that unreachable (dead) code is allowed.
test-fs-non-number-arguments-throw had to be excluded from the changes
because of a weird issue on Windows CI.

The copyright and license notice is already in the LICENSE file. There
is no justifiable reason to also require that it be included in every
file, since the individual files are not individually distributed except
as part of the entire package.
