Several changes:
* Soft-Deprecate Buffer() constructors
* Add `Buffer.from()`, `Buffer.alloc()`, and `Buffer.allocUnsafe()`
* Add `--zero-fill-buffers` command line option
* Add byteOffset and length to `new Buffer(arrayBuffer)` constructor
* buffer.fill('') previously had no effect, now zero-fills
* Update the docs

As mentioned in the comment of the changed file, "a libuv limitation
makes it necessary to bind()". But, that is not the case in this test.
The subsequent call to send() results in an implicit bind().

test-dgram-broadcast-multi-process.js and
test-dgram-multicast-multi-process.js were failing on Pi 1 because the
test was timing out. Changed static 5000ms timeout to a dynamically
determined timeout based on the processor using
common.platformTimeout().

According to docs, dropMembership() is automatically called
by the kernel when the socket is closed, and most apps will
never need to call it. It's called here as a sanity check
only so let's note that with a comment.

Enable linting for the test directory. A number of changes was made so
all tests conform the current rules used by lib and src directories. The
only exception for tests is that unreachable (dead) code is allowed.
test-fs-non-number-arguments-throw had to be excluded from the changes
because of a weird issue on Windows CI.

The copyright and license notice is already in the LICENSE file. There
is no justifiable reason to also require that it be included in every
file, since the individual files are not individually distributed except
as part of the entire package.
* check exit code of child processes
* wait 1000 ms to exit the child process
* prefix log messages with [PARENT] or [CHILD] to help debugging
* kill all child processes before exiting

- watch for the death of child processes and fail the test if they all die
- use setTimeout to fail the test if responses are not received and processed in 5000ms
