to avoid a portability problem with endian detection in git 2.13.1:

We actually call this version 2.13.1.2 to force apt to consider it
a higher version - it's a temporary lie until 2.13.2 is available.

git: Inform about need to install perl when needed
Some git commands require perl, but since perl is a relatively
large dependency we do not bring it in as a git dependency. Instead
inform about the need to 'apt install perl' when trying to run a
command requiring perl.
Fixes #408 .

git: Install perl files and update to 2.7.4
Installing perl files allows things using perl such as
'git add -p' to work.
Installing the git perl files is a bit messy when cross-compiling
git. We patch the install path to use a private folder for these
instead of messing with the system perl.
Note that git does not depend on perl, since that is a relatively
big dependency which many won't be using anyway.
