ndk_patches: Include correct fcntl.h in stdio.h
Include <asm/fcntl.h> and not <asm-generic/fcntl.h>. The first one
has arch-specific values before including the second one, which
checks with #ifdef before defining generic values.

stdio.h: Avoid pulling in complete fcntl.h
