Rich Trott	aa3b96ab74	test: make test-http-agent-maxsockets robust On a slow/busy machine, `test-http-agent-maxsockets` can fail if the test takes longer than 5 seconds because that is the default value for `server.keepAliveTimeout`. Disable `keepAliveTimeout` to make the test robust. The only exception for tests is that unreachable (dead) code is allowed. test-fs-non-number-arguments-throw had to be excluded from the changes because of a weird issue on Windows CI.
