Remove realpath() and realpathSync() cache.
Use the native uv_fs_realpath() which is faster
then the JS implementation by a few orders of magnitude.

test-fs-realpath.js was writing files to the fixture dir. This changes
it to use the temp directory instead. This also replaces some of the
string concatenation for paths with uses of path.join() and
path.relative().

With the introduction of temporary paths in the test runner
realpath tests would bail in scenarios where the temporary folder
wasn't in the same directory as the source code.

common.inspect() is just util.inspect(). common copies every property
from util but this is the only one that gets used and it only gets used
in three places. Well, four, but the fourth is removed in a pending PR.
This commit removes it. Subsequently, the "copy util to common"
part of `common` can be removed altogether.

Expose `common.refreshTmpDir()` and only call it
for tests that use common.tmpDir or common.PIPE.
A positive side effect is the removal of a code
smell where child processes were detected by the
presence of `.send()`. Now each process can decide
for itself if it needs to refresh tmpDir.

Enable linting for the test directory. A number of changes was made so
all tests conform the current rules used by lib and src directories. The
only exception for tests is that unreachable (dead) code is allowed.
test-fs-non-number-arguments-throw had to be excluded from the changes
because of a weird issue on Windows CI.

The copyright and license notice is already in the LICENSE file. There
is no justifiable reason to also require that it be included in every
file, since the individual files are not individually distributed except
as part of the entire package.

The `test_relative_input_cwd()` test was failing on Windows when
`skipSymlinks` was `true`. So we won't run it if `skipSymlinks` is
`true`.
When it failed, the unhandled error caused Node to die before
having a chance to clean up, which resulted in two files missing
in subsequent unit tests:
* `test/fixtures/nested-index/one/hello.js`
* `test/fixtures/nested-index/one/index.js`
We should probably find a way to isolate this test from the other
test (`simple/test-module-loading`) that was failing when this test
poluted the disk state.
Also, in the process, fix a bug in fs.realpath on Windows.
If the user has permission to create symlinks, then use symlinks. If
not, then skip over all the tests that cannot be run using Junctions
instead.
This adds support for a cache object to be passed to the
fs.realpath and fs.realpathSync functions. The Module loader keeps an
object around which caches the resulting realpaths that it looks up in
the process of loading modules.
This means that (at least as a result of loading modules) the same files
and folders are never lstat()ed more than once. To reset the cache, set
require("module")._realpathCache to an empty object. To disable the
caching behavior, set it to null.
Rather than aborting in the face of *any* repeated link in a given path,
instead only abort if such a cycle actually makes a given path unresolvable.
Test for this by doing a normal stat. Still use the seenLinks object to
cache link contents so as to cut own a little bit on readlink calls.
Also add a pathological test that fails without the change to fs.js.
