- Replace require() vars with const.
- Replace assert.equal() with assert.strictEqual().
- Add common.mustCall() to the setTimeout() callback.

This helps to prevent issues where a failed test can keep a bound
socket open long enough to cause other tests to fail with EADDRINUSE
because the same port number is used.

Fixed an intermittent issue on AIX where the 100ms timeout was reached
before the 'connection' event was fired. This resulted in a failure as
serverConnection would be undefined and the assert.equal would throw an
error. Changed the flow of the test so that the timeout is only set
after a connection has been made.

Previously 1000-1200ms, they're now (platform dependent) 50-100ms.
Improves test run time on my machine from 0m1.335s to 0m0.236s.

Enable linting for the test directory. A number of changes was made so
all tests conform the current rules used by lib and src directories. The
only exception for tests is that unreachable (dead) code is allowed.
test-fs-non-number-arguments-throw had to be excluded from the changes
because of a weird issue on Windows CI.

The copyright and license notice is already in the LICENSE file. There
is no justifiable reason to also require that it be included in every
file, since the individual files are not individually distributed except
as part of the entire package.
