One downside to `common.expectsError()` is that it increases the
abstractions people have to learn about in order to work with even
simple tests. Whereas before, all they had to know about is
`assert.throws()`, now they have to *also* know about
`common.expectsError()`. This is very different (IMO) from
`common.mustCall()` in that the latter has an intuitively understandable
name, accepts arguments as one would expect, and (in most cases) doesn't
actually require reading documentation or code to figure out what it's
doing. With `common.expectsError()`, there's a fair bit of magic. Like,
it's not obvious what the first argument would be. Or the second. Or the
third. You just have to know.
This PR changes the arguments accepted by `common.expectsError()` to a
single settings object. Someone coming across this has a hope of
understanding what's going on without reading source or docs:

const validatorFunction = common.expectsError({code: 'ELOOP',
type: Error,
message: 'foo'});
```
This, by comparison, is harder to grok:
```js
const validatorFunction = common.expectsError('ELOOP',
Error,
'foo');
```
And this is especially wat-inducing:
```js
common.expectsError(undefined, undefined, 'looped doodad found');
```
It's likely that only people who work with tests frequently can be
expected to remember the three arguments and their order. By comparison,
remembering that the error code is `code` and the message is `message`
might be manageable.

If you don't specify NODE_TEST_DIR, common.tmpDir will resolve to the
realpath of `node/test`.
If you do specify NODE_TEST_DIR (with the environment variable or by
running or by running tools/test.py --test-dir=x), common.tmpDir (which
is resolved from testRoot) uses the symbolic path (doesn't resolve
symlinks). This uses fs.realpathSync() to fix that.

On Windows, creating a symlink requires admin privileges.
There were two tests which created symlinks which were failing when run
as non-admin.
test-fs-symlink.js already had a check for privileges on Windows
but it had a couple issues:
1. It assumed that whoami was the one that came with windows.
However, whoami also ships with Win32 Unix utility ports
like the distribution with git, which can cause this to get check
tripped up.
2. On failure, the check would just return from the callback instead of
exiting
3. whoami was executed asynchronously so the test would run regardless
of privilege state.
test-fs-options-immutable had no check.
As part of this change, I refactored the privilege checking to
a function in common, and changed both above tests to use the
refactored function.
Also documented this function in test\README.md

The original test lauches 10 child processes at once
and bypass `test.py`'s process regulation.
This PR reduces the unmanaged parallelism and is a
temporary workaround for #9979 (not a real fix).

Currently if the os.cpus() call fails every test will fail. As there is
already a test for os.cpus(), the other tests should run even if the
os.cpus() call fails.

The `test-tick-processor-*` tests are now passing everywhere except for
the single-processor 700MHz Raspberry Pi 1 devices.
The tests are CPU-intensive. Skip the tests if there is only one CPU and
it runs at a speed not more than 700 MHz.

Under Windows system can be configured to execute a specific command
each time a shell is spawned. Under some conditions this breaks the
way node handles shell scripts under windows.
This commit adds /d switch to spawn and spawnSync which disables this
AutoRun functionality.

test-fs-read-buffer-tostring-fail and test-fs-readfile-tostring-fail
have been timing out on Raspberry Pi 3 devices on the continuous
integration server. These devices have 1 Gb of RAM and the tests are
memory intensive. Previous checks for memory intensive tests used a 512
Mb cut-off, but that was probably instituted when we only had Pi 1
devices.
Consequently, this change increases the threshold for memory-intensive
tests to 1 Gb and adds that threshold to test-fs-readfile-tostring-fail.

When the 'buffer' encoding is passed to spawnSync(), an exception
is thrown in Buffer's toString() method because 'buffer' is not
a valid encoding there. This commit special cases the 'buffer'
encoding.

Replace lightly-used services file parsing in favor of
confirming one of a small number of allowable values in service name
lookup tests.
In https://github.com/nodejs/node-v0.x-archive/issues/8047, it was
decided that this sort of service file parsing was superior to
hardcoding acceptable values, but I'm not convinced:
* No guarantee that the host uses /etc/services before, e.g., nscd.
* Increases complexity of tests without guaranteeing robustness.
I think that simply checking against a small set of expected values
may be a better solution. Ideally, there would also be a unit test that
used a test double for the appropriate `cares` function and confirms
that it is called with the correct parameters, but now we're getting way
ahead of ourselves.

There have been failures on AIX due to the slower
default loopback performance. So far I've resisted
updating the global timeout but seeing another
new failure in a newly added test I now think the
right thing is to just extend the platform
timeout for AIX. This commit does that.

This makes several changes:
1. Allow path/filename to be passed in as a Buffer on fs methods
2. Add `options.encoding` to fs.readdir, fs.readdirSync, fs.readlink,
fs.readlinkSync and fs.watch.
3. Documentation updates
For 1... it's now possible to do:
```js
fs.open(Buffer('/fs/foo/bar'), 'w+', (err, fd) => { });
```
For 2...
```js
fs.readdir('/fs/foo/bar', {encoding:'hex'}, (err,list) => { });
fs.readdir('/fs/foo/bar', {encoding:'buffer'}, (err, list) => { });
```
encoding can also be passed as a string
```js
fs.readdir('/fs/foo/bar', 'hex', (err,list) => { });
```
The default encoding is set to UTF8 so this addresses the
discrepency that existed previously between fs.readdir and
fs.watch handling filenames differently.

In CI we previously passed `NODE_COMMON_PIPE` to the test runner to
avoid long filenames. Add an option to the test runner that allows the
user to change the temporary directory instead. This also allows us to
run test suites in parallel since `NODE_COMMON_PIPE` otherwise would
have been used from multiple tests at the same time.

Debug mode slows execution speed. There is work afoot to enable Debug
mode runs on the continuous integration infrastructure for the project.
Some tests are timing out, such as test-net-GH-5504.js.
This change doubles the timeout returned from `common.platformTimeout()`
when running in Debug mode. It also removes an unused variable from the
aforementioned test-net-GH-5504.js.
