4a86803f6 introduced a backwards incompatibility by accident
and was not caught due to an existing test that wasn't strict enough.
This commit fixes both the backwards incompatibility and the test.

Remove common.PORT from test-cluster-worker-disconnect,

Enablie a lint rule to require `===` and `!==` instead of `==` and `!=`
except in some well-defined cases:
* comparing against `null` as a shorthand for also checking for
`undefined`
* comparing the result of `typeof`
* comparing literal values
In cases where `==` or `!=` are being used as optimizations, use an
ESLint comment to disable the `eqeqeq` rule for that line explicitly. I
rather like this because it's a signal that the usage is intentional and
not a mistake.

In this case the CA's used will be the ones shipped with OpenSSL. For
tests though we should be able to specify --use-bundled-ca as a fix for
the above error, but this functionality was broken by me in commit
be98f26917
("src: exclude node_root_certs when use-def-ca-store").
That commit removed the abilty to use --use-bundled-ca if the build was
configured --openssl-use-def-ca-store.

crypto.randomFill and crypto.randomFillSync are similar to
crypto.randomBytes, but allow passing in a buffer as the first
argument. This allows us to reuse buffers to prevent having to
create a new one on every call.

The onboarding doc links to the "Technical How-to" portion of the
Collaborator's Guide for landing PRs. That section is a subsection of
the "Landing Pull Requests" portion of that document. By skipping the
main section header, important information is skipped, such as the part
about not using the merge button and descriptions of the metadata
required. Update the link to target the main section and not the
subsection.

Updates the Child Process Exec function documentation providing
further information with regards to treating special characters in
the command string function argument. Note that the exec string is
processed by the shell. Updates description to show that special
shell characters vary based on the shell with a link to the Wikipedia
page regarding different command line interpreters and their
associated operating systems. Updates example code to reside in
separate lines using a codeblock and utilizes examples to comply with
code standards by using single quotes.

This reverts commit be98f26917.
The above commit prevented the functionality of --use-bundled-ca if
Node has been built using --openssl-use-def-ca-store, since there will
be no bundled ca included and no way to use them.
I only noticed this when trying to add // Flags: --use-bundled-ca to
test-tls-ccnic-whitelist.js to force it to use the bundled ca and allow
the test to pass.

Use of `common.PORT` in `parallel` tests is not completely safe (because
the same port can be previously assigned to another test running in
parallel if that test uses port `0` to get an arbitrary available port).
Remove `common.PORT` from test-cluster-basic.
