common.fail() was added to paste over issues with assert.fail() function
signature. assert.fail() has been updated to accept a single argument so
common.fail() is no longer necessary.

rejectUnauthorized used to be false when the property was undefined or
null, quietly allowing client connections for which certificates have
been requested (requestCert is true) even when the client certificate
was not authorized (signed by a trusted CA). Change this so
rejectUnauthorized is always true unless it is explicitly set to false.

The return value of loadSession is ultimately ignored, so don't fill it
in. This inches Node closer to 1.1.0 compatibility and is less code.
Also remove a comment which appears to have long since become invalid.
It dates to 048e0e77e0 when the SNI value
was actually extracted from the session.
This also fixes a segfault should d2i_SSL_SESSION fail to parse the
input and return NULL. Add a test for this case based on
test-tls-session-cache.js.

This helps to prevent issues where a failed test can keep a bound
socket open long enough to cause other tests to fail with EADDRINUSE
because the same port number is used.

RAND_screen() causes stability issues in invoking openssl-cli s_client
on win2008r2 in CI. Disable to use it by adding -no_rand_screen
options to all tls tests that use common.opensslCli.

The rule was disabled because of an eslint bug which is now resolved.
All code in lib was already conforming and only test code needed a few
changes to make the linter happy with this rule enabled.

Enable linting for the test directory. A number of changes was made so
all tests conform the current rules used by lib and src directories. The
only exception for tests is that unreachable (dead) code is allowed.
test-fs-non-number-arguments-throw had to be excluded from the changes
because of a weird issue on Windows CI.

we had a few ways versions of looking for support before executing a test. this
commit unifies them as well as add the check for all tests that previously
lacked them. found by running `./configure --without-ssl && make test`. also,
produce tap skip output if the test is skipped.

The copyright and license notice is already in the LICENSE file. There
is no justifiable reason to also require that it be included in every
file, since the individual files are not individually distributed except
as part of the entire package.
Split `tls.js` into `_tls_legacy.js`, containing legacy
`createSecurePair` API, and `_tls_wrap.js` containing new code based on
`tls_wrap` binding.
Remove tests that are no longer useful/valid.
